Planet earth has complex systems of water and air which have a dynamic that sometimes causes events that can be challenging, for example water being at places where it is not supposed to be.
Floods due to melting snow are not only happening in Russia and Kazakhstan but also in northern Germany.
Actually this is not a new development, those floods have been happening on the flat countryside of Lower Saxony all couple of years for many centuries.
They might just happen a bit more often due to global warming and therefore a more dynamic atmosphere.
